The Will County Governmental League (WCGL) serves as home to the Will Council of Mayors, a cooperative body responsible for programming federal transportation funding for local road, transit, and bicycle facility projects. The Council operates through the WCGL Transportation Committee, which includes elected officials, village administrators, municipal engineers, and public works directors dedicated to identifying and addressing local transportation needs.
The Will Council of Mayors is one of 11 subregional councils in the Chicago region representing local governments on transportation issues through the Chicago Metropolitan Agency for Planning (CMAP), the region’s Metropolitan Planning Organization (MPO) responsible for programming federal Surface Transportation Program (STP) funds. The Will Council receives an annual allocation of local STP funds and programs them in accordance with the WCGL Transportation Committee STP Methodology. Projects must meet all federal eligibility requirements, be located on a federal-aid eligible route, and be sponsored and implemented by a local community within the Council. STP funds provide flexible resources that can be used by states and local governments to preserve and improve the condition and performance of federal-aid highways, bridges, and tunnels; enhance pedestrian and bicycle infrastructure; and support transit capital improvements, including intercity bus terminals.
Beyond the STP program, the Transportation Committee identifies and pursues additional funding sources for local transportation projects. WCGL staff assist member communities in applying for grants administered through CMAP—most notably Congestion Mitigation and Air Quality (CMAQ) funds and the Transportation Alternatives Program (TAP). The Committee also collaborates with IDOT, ISTHA, RTA, Metra, and Pace to coordinate regional infrastructure projects and ensure Will County’s priorities are reflected in CMAP’s long-term transportation plans.

Planning Liaisons serve as the primary connection between CMAP and suburban mayors. They are directly responsible for programming locally sponsored, federally funded projects within CMAP’s Transportation Improvement Program (TIP) and coordinating the implementation of projects funded through STP-L, CMAQ, BRR, Safe Routes to Schools, Enhancement (ITEP), and TAP programs in partnership with municipalities and IDOT.
